These notes cover the industrial geography of India for OPSC/OAS prelims and mains: the factors that locate industries, the major industrial regions and corridors, core sectors such as iron and steel, cotton, jute, aluminium, cement, fertiliser and petrochemicals, and the national research centres that OPSC asks about. Odisha’s mineral and industrial base is treated separately because a large share of OAS questions comes from the state’s steel, aluminium and research institutions.
Industrial Location Factors and Industrial Regions of India
An industry is located where the combined cost of raw material, power, labour, transport and market is lowest. For weight-losing industries such as iron and steel and cement, raw material proximity dominates; for weight-gaining industries such as soft drinks and electronics assembly, market proximity dominates.
A continuous tract with a high concentration of manufacturing units, shared infrastructure and a pool of industrial labour, usually centred on a mineral belt, a port or a large market.
Major industrial regions of India for OAS
| Industrial region | Core industries and centres |
|---|---|
| Kolkata–Hooghly | India’s oldest industrial region; jute (Titagarh, Naihati), engineering, tea processing UP Lower Sub (Pre) 2004 |
| Mumbai–Pune | Cotton textiles, petrochemicals (Trombay), engineering (Ambernath), port-linked trade |
| Ahmedabad–Vadodara | Cotton textiles, petrochemicals (Koyali), fertiliser (Bharuch) |
| Chota Nagpur | Iron and steel (Jamshedpur, Bokaro), heavy engineering (Ranchi), coal (Jharia); called the Ruhr of India |
| Madurai–Coimbatore–Bengaluru | Cotton textiles (Coimbatore, Madurai), silk, aircraft and machine tools (Bengaluru), Sivakasi fireworks |
| Visakhapatnam–Guntur | Steel, shipbuilding, fertiliser, tobacco |
- Sivakasi is in the Madurai–Coimbatore–Bengaluru region, not in Chota Nagpur. UPRO/ARO (Mains) 2014
- Jharia is a coal town, not a steel town. CGPSC 2013
Iron and Steel Industry: Plants, Collaboration and Location
Iron and steel is a weight-losing, capital-intensive industry. India’s integrated steel plants fall into three locational groups: interior plants near iron ore and coal (Jamshedpur, Bhilai, Rourkela, Durgapur, Bokaro), coastal plants for export and imported coking coal (Visakhapatnam), and specialised plants away from raw materials (Salem for stainless steel, Bhadravati).
| Plant | Location and collaboration |
|---|---|
| TISCO, Jamshedpur | Singhbhum (Jharkhand), private, pre-independence UPPSC (Pre) 2019 |
| Bhilai | Chhattisgarh, Soviet collaboration UPPSC (Mains) 2006 |
| Rourkela | Odisha, West German collaboration OPSC OAS 2019 |
| Durgapur | West Bengal, British collaboration |
| Bokaro | Jharkhand, Soviet collaboration JPSC (Pre) 2016 |
| Visakhapatnam | Andhra Pradesh, coastal plant under RINL |
| Salem | Tamil Nadu, stainless steel; not on a raw-material belt |
| Bhadravati (VISL) | Karnataka, no local coal supply IAS (Pre) 1996 |
India imports coking coal for steel production because domestic coking coal is limited and high in ash. IAS (Pre) 2015
Recent development: Rourkela expansion
SAIL has announced a plan to double the capacity of Rourkela Steel Plant to 9.8 million tonnes per annum, with a target around 2030. 2025 This matters for OAS because Rourkela is Odisha’s flagship public-sector steel plant.
Cotton, Jute, Silk and Other Consumer Industries
Cotton textiles
The first cotton textile mill was set up at Fort Gloster near Kolkata in 1818, but the first successful mill came up in Mumbai in 1854. UP UDA/LDA (Pre) 2013 IAS (Pre) 2020 Mumbai and Ahmedabad became the leading centres; Ahmedabad is called the Manchester of India, and Coimbatore the Manchester of South India. SSC 2011 Tirupur in Tamil Nadu is the knitwear export hub on the Noyyal river. IAS (Pre) 2009
Jute
Jute mills are concentrated between Naihati and Kolkata because of raw jute from the Ganga–Brahmaputra delta, humid climate, cheap labour, water transport and British mercantile initiative. The industry is traditionally export-oriented. UP Lower Sub (Pre) 2004
Silk and woollens
| Centre | Specialisation |
|---|---|
| Bhagalpur (Bihar) | Tussar silk UP Lower Sub (Pre) 2003 |
| Amritsar–Ludhiana belt (Punjab) | Woollen textiles UP Lower Sub (Pre) 2004 |
| Ludhiana | Hosiery UK Lower Sub (Pre) 2010 |
Aluminium, Cement, Fertiliser, Paper and Petrochemicals
| Industry | Key fact for OAS |
|---|---|
| Aluminium | NALCO plant at Angul/Damanjodi, headquarters Bhubaneswar; BALCO at Korba; HINDALCO at Renukoot |
| Cement | Limestone is the principal raw material; Chunar (UP) and Dalmianagar (Bihar) are cement centres UPPSC (Pre) 2008 BPSC (Pre) 2015 |
| Fertiliser | First plant at Sindri (Jharkhand); Sindri is now a HURL urea unit; India’s biggest cooperative fertiliser factory is at Phulpur (UP) BPSC (Pre) 1994 UP UDA/LDA (Pre) 2010 |
| Paper | Uttar Pradesh has the maximum number of paper mills; Nepanagar (MP) is a newsprint centre UPPSC (Mains) 2008 MPPSC (Pre) 2018 |
| Petrochemicals | Jamnagar (Gujarat) is India’s largest petrochemical complex; Kota is the westernmost among Kota, Nagpur, Barauni and Ujjain UP UPA/LDA (Pre) 2013 CDS 2010 |
| Sugar | UP has the maximum number of sugar factories; the industry is shifting south due to higher cane yield and sucrose content SSC 2011 OPSC 2018 |
- Thermal power, not textiles or paper, is the maximum industrial consumer of water in India. IAS (Pre) 2013
- Digboi (Assam) is India’s oldest oil field still producing; Bombay High and Ankleshwar are later discoveries.
Industrial Corridors and Industrial Policy
Industrial corridors are dedicated freight-and-industry belts along trunk routes. The Delhi–Mumbai Industrial Corridor (DMIC) is being developed with Japanese collaboration and covers Uttar Pradesh, Haryana, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra. CDS 2015 The Amritsar–Kolkata Industrial Corridor (AKIC) covers Punjab, Haryana, Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal; the East Coast Economic Corridor covers West Bengal, Odisha, Andhra Pradesh and Tamil Nadu.
Odisha lies on the East Coast Economic Corridor, not on the DMIC or AKIC. This is a common elimination clue in corridor questions.
Research Centres in India: ICAR, CSIR and Others
OPSC asks direct location questions on national research institutes. Group them by parent body rather than memorising a random list.
| Institute | Location |
|---|---|
| Indian Institute of Sugarcane Research | Lucknow UPPSC (Mains) 2013 |
| National Dairy Research Institute | Karnal MPPSC (Pre) 1990 |
| Indian Institute of Pulses Research | Kanpur UPPSC (Pre) 2015 |

| Central Institute of Mining and Fuel Research | Dhanbad UPPSC (Pre) 1994 |
| Indian Bureau of Mines | Nagpur UP UDA/LDA (Pre) 2010 |
Odisha Angle: Minerals, Steel, Aluminium and Research
Odisha is India’s mineral hub. It contributes about 42% of India’s non-fuel mineral production and holds 28% of iron ore, 59% of bauxite and 98% of chromite reserves. 2024 This mineral base explains the location of Rourkela Steel Plant, Tata Steel Kalinganagar (Jajpur), NALCO’s alumina refinery at Damanjodi and smelter at Angul, and Vedanta’s alumina refinery at Lanjigarh and aluminium smelter at Jharsuguda. 2024
Odisha’s Industrial Policy Resolution (IPR) 2022 runs from 30 November 2022 to 29 November 2027 and offers capital investment subsidy of 20% for priority sectors and 30% for thrust sectors. 2022 IDCO is the state nodal agency for industrial land and infrastructure. OPSC OAS 2024
On the research side, Bhubaneswar hosts CSIR–Institute of Minerals and Materials Technology (IMMT), established in 1964, which works on mining, mineral processing and materials technology. Cuttack hosts the ICAR–National Rice Research Institute, and Bhubaneswar hosts the ICAR–Central Institute of Freshwater Aquaculture and the ICAR–Central Institute for Women in Agriculture. 2025 These are high-probability OAS location questions.
